Noted, we're planning to include some support for load-balancing in limited situations in IDRP-2. However, this load balancing scenario that you mention is clearly a "local matter" and as such, should be solved with the tools that best handle this kind of situation. Run a common IGP between loopback interfaces in your border routers and open the peering from one loopback to the other. This won't tell you when your DS3 goes down, but it doesn't sound like you care.
