We still need some BIER-FRR in this case:
1) Recognize the failure
2) Reroute the packet over the underlay (encapsulation in underlay) as
the direct link no longer works. However, it not sending to another

This only provide link protection not node protection (for the BFR

There is also node protection with tunnel-based BIER-FRR that leverages
