Hi All,

Kindly find the latest revision of our draft. This current revision of the  draft has incorporated inputs given by Avinash and Jay. New section is added for type 5 route scaling.
Kindly requesting the workgroup chairs for the adoption of this draft as this was discussed in IETF 98. Since this draft has undergrown many revisions and it has reached a maturity stage.
