RFCs 9171 and 9174 are ready to be published when RFCs-to-be 9172 and 9173 are also ready.

It appears that RFC 9173 is ready to go (<https://www.rfc-editor.org/auth48/rfc9173>, <https://www.rfc-editor.org/auth48/C431>), but I can't confirm.
