Do you have a citation to support this statement?

Mike and I are basing our understanding from reading RFC 5545: Section 3.2.19

      The "TZID" property parameter MUST NOT be applied to DATE
      properties and DATE-TIME or TIME properties whose time values are
      specified in UTC.

It does is somewhat fuzzy langauge, but our impression at CalConnect the other week when we look at this was that RFC5545 prohibits the use of TZID with VALUE=DATE.
