The term "UTC" was not in use and has no defined meaning prior to 1960.
No radio broadcast time signals were coordinated until April of 1960.
Before 1960 there can only be UT; there cannot be UTC.

This document needs to define the meaning of time using a term other
than UTC for any date prior to 1960.
