I support publication.

I do have a couple of minor comments. Section 1 mentions a future protocol
to be worked on by the IETF:

"
   It is anticipated that the IETF will work on a more fully featured
protocol
   at some point, to ease interaction with Captive Portals.
"

Section 2 mentions the draft API document (draft-ietf-capport-api). Is this
somewhat inconsistent with the statement rom section 1? That said, we
haven't really started on a signalling protocol, or there may be other
things we want to do, so this could be leaving the door open to future
extensions, but it seems a little odd to me.


I have a minor editorial comment about section 5:

"
   By handing out a URI using which is protected with
   TLS, the captive portal operator can attempt to reassure the user
   that the captive portal is not malicious.
"
