Here is the version of the architecture draft incorporating the AD
review feedback. The general theme of the changeset is consistency and
clarity.

In particular:

 - Rephrased what it meant for an API to support the architecture
 - Added more context to the content free URI section
 - Moved the content free URI section out from underneath the example
identifiers section.
 - Removed ambiguity from the evaluating an identifier section
 - Ensured we use 'URI' rather than 'URL' everywhere (and referenced RFC 3986)
 - Quite a few editorial changes
