The first version of this memo, describing a possible Internet Version 7 protocol was written by the present author in the summer and fall of 1989, and circulated informally, including to the IESG, in December 1989. Informal notes on addressing, called "Toasternet Part I and II", were circulated on the IETF mail list during November 1991 and March 1992. Subsequent work was published in June 1993 in RFCs 1475 and 1476. It has since evolved, moving (for example) from varying length addressing to a fixed length format and the back to an ISO varying address format. Much of the thinking was paralleled by work done by Ross Callon under the name TUBA, and converged into the present document. (TUBA is, at this time, a separate development effort within the IETF; the present author is entirely responsible for the content of this document if blame is to be assigned; credit must go to many others.)
