Subject: current draft

Hi,

As I get feedback, and have time to add edits to the CATNIP base document,
the current draft will be available in world.std.com:/pub/catnip/catnip-draft.txt

I've done some revision, simplifying the IP v4 address extension option
(Calling it the IPAE option would be confusing, eh?) and using the
word "translate" instead of the word "convert", as well as removing remaining
tweaks to the transport protocols (i.e. the TCP checksum is defined so
it need never be "fixed" during translation, and is still general w/o
knowledge of the remote AFI format.) and so on.
