Yes, in that range you can send a mail to IANA to request them at any
time (having some specification is still a good idea).

CBOR group, the text Kris describes the proposal comprehensively. Please
consider providing feedback on the text -- as the numbers are not
registered yet, there might still be room for improvement that could
close once the entries are published.

PS. When I just gave the text a quick read, I noted some disagreement in
the numbers (where does 29284 come from?) and the array lengths (the
example of tag 57342 wrongly says to be 4 long but only contains 3
elements, with N being 1 IIUC, so 2+N=3 is correct).
