I finally made a rough draft of the merged argument tables and the “function tag” semantics (as well as the “midfix” function tag).  Please have a look:

This update could be an agenda item for Wednesday’s (2022-06-29) CBOR interim.
Feedback (possibly partial) appreciated especially if that gives me a chance to do another update on Tuesday.
