There are two ways to get there.

1. One of the chairs marks it as related, a manual process.  But it's
an easy manual process, and I have just done it.

2. You name the document "draft-YOURNAME-cbor-OTHER-STUFF".  Note the
names of Carsten's documents that are listed there.  The naming
convention is that "draft-ietf-cbor-x-y-z" is an official working
group document (and a draft with that pattern needs approval from the
working group chairs to get the -00 version posted), and
"draft-name-cbor-x-y-z" is listed as related automatically.
