Anders,

in your terminology, any application protocol is a BREAKING change (there will always be data that you can’t send to the application because it expects a certain structure, e.g., sending a 2.0 to an application expecting a CWT will BREAK, too).
I would say this terminology is not very useful; it certainly does not aid communication as terminology should.
