7049bis-14 closes all remaining known issues.

I moved Appendix F “Changes from RFC 7049” behind the well-formed errors (so it is now Appendix G) and filled in text about all the changes I could find.  So please do have a look at that appendix, it is mostly text you haven’t seen yet, in particular G.3:

Assuming the shepherd report goes well, this should bring us close to IESG submission.
