The latest version of the dCBOR draft is now available.

- Added requirement for strings to be encoded using Unicode Normalization Form C (NFC).
- Updated approval status of tag 201 in the IANA section.
- Added table of numeric encoding test vectors as Appendix A. Thank you Laurence!
- With his approval, added Laurence Lundblade as an author.
