We've released an internet-draft "Deterministic CBOR Implementation
Practices" about our current choices at
https://datatracker.ietf.org/doc/draft-mcnally-deterministic-cbor/

I'd love help in puzzling out this distinction in our draft. Our editor's
copy is at
https://github.com/BlockchainCommons/WIPs-IETF-draft-deterministic-cbor and
we welcome issues and PRs.
