Since there are two (but incompatible) specifications [1,2] addressing the very same topic, there is obviously some interest for this outside of the WG.

BTW, I have had a hard time figuring out what is normative in RFC 8949.  A prime example is the table in appendix A:

This table assumes (?) that Rule 2 of 4.2.2 is used which is not normative.
