I agree with you.
An Appendix in G.697 is informative and not normative.
It is an example. The fact that 9 bits are used for "m" in this
example indicates that IMHO 8 bits for "m" is not enough.
So 16 bits is a "future proof" value.
Any other value between 8 and 16 is not useful, the remaining
unused bits in a byte will be sent anyway.
