RFC3209 covers this. Specifically a path change is triggered on the fly (no need to wait for refresh). I am cutting and pasting some relevant text from Section 4.4.3 of RFC3209.

"An RSVP router can decide to send Path messages before its refresh

   time if the RRO in the next Path message is different from the

   previous one.  This can happen if the contents of the RRO received

   from the previous hop router changes or if this RRO is newly added to

   (or deleted from) the Path message."

Note, as stated by some of the authors, there is IPR "still being documented".
