Hi, 

We have posted a new version of the draft reflecting the comments from the
IETF-90 meeting.
There are a lot of changes based on comments from colleagues participating
in ITU-T (Kan, Ive and others)
And making the draft closer to ITU recommendations.

The authors appreciate further comments for the next ccamp.
