JD:  We had this discussion about a year ago.  If you think of the UNI as a set of adjacencies,
one each for signaling, routing (optional), and PCE (optional), then in either case the PCE
adjacency is with the node on the network side of the UNI, and in either case that node acts
as a surrogate for the server network.
