Hi Igor,

For OTN/OCh tunnels, both top-down and bottom-up creation are supported and
solutions have been deployed in the field AFAIK. The TE tunnel model also
supports the top-down approach by using the "dependent-tunnel"
configuration.

For example, a request for a 100GE client signal can drive the creation of
an OTU-4 OTN tunnel, which can drive the creation of an underlying OCh if
it is not present and policy permits it.
