I agree with 'can'.  Not sure about 'should'.  The issue is that we're
effectively reinventing ZFS encryption, but in a generic manner.
That's... great because a reusable standard would be very nice, but push
hard enough and we're talking about designing a complete
filesystem/database on-disk format :joy:.

Basically, if the problem statement is sufficiently well constrained,
then 'should be done in [the] IETF' is a fair statement, but also it
might yield an insufficiently general solution which... is fine.
