Added: explicit formulas and a point format (big endian with a bit for
the missing coordinate).
The name is now the Chicago curves.

I'ld like the conversation to focus on moving this through the
process, rather than on bikeshedding names or formats. Ambiguity and
errors should be the focus, as well as complaints that "well, there is
this paper of Diem..."
