Initial Review Comments:
 - order, #Ed(GF(p)) should be defined in section 5
 - the draft must (eventually) also include a definition of a signature
mechanism
   Picking a curve just for DH would miss system requirements to have
   other public key protocol mechanisms available besides raw DH
