Don't forget ZFS.

Basically your problem statement tends to drive one to a Merkle hash
tree design approach, especially given that you want an authentication
proof for a given byte string in a given byte range to remain valid as
long as that byte range is not overwritten (and maybe even afterwards --
revocation is hard).
