Yes, SIV is what naturally comes to mind (though I'm not "married" to SIV - it's just what appears readily available and reasonably-well tested).

Shouldn't CFRG make a statement to IESG, mentioning the concerns with nonce misuse, and recommending that only resistant modes are adopted?
