In any case, the IETF is what it is. It evolves slowly. There are always protocol/technical areas moving into the IETF and others moving out of the IETF. There are usually around 150 WGs these days. Presumably you would prefer this number to be much larger but that would imply more than changing philosophy on WG termination, such changes in management structure and funding.
