I've posted -08 of draft-altman-tls-channel-bindings:

This version adopts the form of tls-unique that MSFT has implemented and
deployed, which is backwards-incompatible with the original.  I expect
this will be a controversial change.  A new IETF Last Call will be
necessary, and publication of GS2 and SCRAM will have to be held up
until the IANA registration of tls-unique is updated.
