Curtis,

Regardless of whether ISPACs are a good or bad idea, and regardless
whether RFCs are appropriate vehicles for proposing business models,
Tony did not publish an RFC. The boiler plate on an I-D means
what it says.

I said in the open IAB that the IAB has advised the IESG that
the IETF should not work on specific business models or practices,
but may and should work on mechanisms which will support various
business models. IMHO Tony's draft is on the OK side of this line.
I agree however that there is a line we should not cross.
