Bill posted his draft on July 9th.  As of this morning, July 15th.  There
has been no discussion of the draft.  I have received a couple of private
messages that indirectly refer to it, but that is all.

It is my intention to submit Bill's work to IETF for posting on July 23rd if
there are no comments or additions.  I might still do a first submission
then to 'get it on the books' unless there is considerable discussion on
major changes.

Perhaps the quite is due to vacations or heavy reading of Bill's work.  I
did not see many of our members in the published list of IETF 27
attendees...
