Good comments Ray.  This particular section is intended to bring out
not who connects to you, but who your peers (non-commercial arena)
or competition (commercial arena) are.  This makes a difference in
your deployment and your audience. There is a difference between
a Notell Motel and a Marriott.  Both give you a room, but the service
area and level of service differ.

Section 2.3 is targeted at who connects to you.
