The applications layer host requirements standard (RFC1123) is quite
unambiguous about MUST and SHOULD on IAC command processing. I don't
expect any telnet extensions which play fast and loose with this will
pass though IETF review.

I do think some tightening up of when to send various IAC commands with
should/should-not type language is a great idea. However there's some
danger that lazy implementors will code reading 'should' as 'must' and
make us broken toys.
