Sure.  Off the top of the head the term K12 comes to mind.   The notes
from the IETF in Ohio, DC and Amsterdam have had the US-centric bias
as adgenda items.  There seems to be a very limited set of participation
by non-US folks, even after Bruce Nelson spent a fair amount of time
trying to drum up participation from the ISOC venues.

This actually reenforces Connies recent postulate that IETF meetings may
not be the right forum for these discussions.  To actually have relevent
documents for the early education community, you have to have their
participation.  To date, the teachers (or technology staff/specialists)
have been unable to justify to their administration or themselves of the
benefits of IETF participation.  Most of the attendees have been providers
and those with an active interest in expanding the Internet (IPv4) into
the more schools.
