In regard to Claudio's question about whether the 1602 requirements for XDR have been met, a technical answer is probably: No. The exact specification of 1602 has not been met. However, in my opinion, we are permitted to use a little judgement in this kind of situation. The spirit of 1602 has very much been met. It would seem foolhardy to become too detail-minded at this point. To put it another way, 1602 is known to be broken in its details. The agreement which has been reached is one that I would personally consider sufficient to allow advancement, as it meets the goals that the words in 1602 were intended to meet.
