Nice draft! Especially the section on mitigating flooding attacks by
using preferential dropping. A couple of nits:

*  4.  ConEx Destination Option (CDO)
The CDO has an alignment requirement of (none).
-> The CDO has no alignment requirement.

* 10.  Security Considerations
"The chg bit in the CDO option type."
chg bit?
