Hi Dijk,

you actually might have a point there. While we have discussed it during
several IETF meetings we might have overlooked that explanation on the
draft itself. We hve added several clarifications and I am wondering if

@cabo you would be OK with adding that short motivation that Dijk is
suggesting. It could for example fit nicely on section 2.1.
