I'm more and more confident that the scheme you proposed can work, and
the only thing that does need to be done is to be very clear about how
the RDF mapping works, and to say that only particular relations SHOULD
be used with literals. (And I can work out with RDF people what the
particular attribute for language tagging should be if you like).
