In previous meetings, we agreed to rid the SenML Data-CT document of normative references that might slow it down, by incorporating the required material in the document.

I have prepared a pull request for that:

I have asked for reviews via github.  Independent of whether this can really be done in the current summer time, I do plan to submit a -04 of data-ct on Tuesday, so we have it ready for the interim on July 7.
