In section 4.5 the text "A notification can be sent in a confirmable or a
non-confirmable message."  Depending on how you read this, the notification
could also be sent in an ACK piggyback message as well.  That is you CAN do
this, but you don't have to.  The text "A notification is sent in a
confirmable or non-confirmable message." Would have the connotation that
these are the only allowable options.

I believe that the latter is what the text was intending to say, but I do
not know that is true.
