Thank you for the support and for the suggestions.
Your proposal is a viable possibility. With two variants, the PM Option can be processed by non-caching proxies in the case of the Safe-to-Forward variant. It is assumed that the capabilities (caching/non-caching) of the endpoints are known a priori, in order to select the suitable variant. Otherwise, the Option is treated as Unsafe.

I also support the adoption of this document. Although I don't know the details of the method used, it looks very low-overhead for constrained devices and networks, and is based on an already-established method. 

The abstract indicates that both end-to-end and hop-by-hop scenarios are useful. So it could be an idea to propose 2 variants of the Option (with different Option Numbers), e.g. it might be 
   
   * one which is Unsafe and one which is Safe-to-Forward.  (In case proxies not knowing about this Option need to forward it - not sure if that's desired.)
   * or, both are Unsafe-to-forward and one Option variant is never forwarded and one Option variant is only forwarded by a Proxy that knows about this Option (so it can be used across multiple CoAP hops)
