Thank you for pointing this out. draft-ietf-core-yang-library is still very much on our agenda, even if the document has been stable now for a while (and we haven’t played the I-D resubmit game very attentively). draft-ietf-core-yang-library is most applicable for use of YANG SIDs in constrained devices [RFC7228]; the regular YANG library may be more applicable in implementations on more capable platforms. Vendors usually also have a way to offer their YANG modules for download; we are expecting that they will make available SID files containing PEN holder SIDs via the same channels that they will use for offering SIDs that are allocated out of other ranges.
