That needs to stay the same, because the YANG module is not changing and
this field needs to
match the YANG file.

This would make it possible to correct a SID file and still support the
broken version(s)
that might be deployed already. IANA would only need to maintain the latest
sid-file-revision.
I suggest a simple integer, not a datestamp.
