1) is there actual, real deployment of tag 38 into multiple ecosystems where
   the base direction is unspecified(underspecified), and we expect there to
   be cross-talk among these ecosystems?

2) Maybe 38 was implicitely left-to-right, and we need only another tag for
   right-to-left?

It seems that you've come up with a backwards compatible wa to fix up tag 38
via the (2b).    I think that it's better to do this.  Less clutter.
