I would have said the breakage is clearly on the XML side, except that
we have the same problem between, say, integer and decimal64.

types apart and the CBOR mapping cannot.  Is there such a case?

No, I think the problems are with XML.
There are a few derived types like "xpath1.0" in ietf-yang-types.yang
that rely on prefix to namespace mappings that cannot be represented in CBOR,
but I think the base types are OK.
