The start page for these reports begins with the statement:

"The IETF Standards Process requires at least two independent
 and inter-operable implementations for advancing a protocol
 specification to Draft Standard."

It's hard to say what "inter-operability" means wrt ABNF, but
apparently Lisa decided that Dave's old 2234 report was a tiny
bit too simple for a full standard:
