A good point I should forward my email to the SSH list.

As for where an I-D would land, I am not wed to any particular group and do not think it absolutely has to go through CURDLE or even through a WG.  I could write an I-D, share it around on this and the SSH lists, present to SECDISPATCH, and have them decide its fate.
