The -08 version of this draft responds to all of the IETF Last Call
comments, which were primarily from the Gen-ART, OPS-Dir and secdir
reviews.

The changes from -07 are almost entirely editorial in nature,
although a few more informative references were added (there are now
about 4 pages of references in toto ...).
