Since DBOUND was over I wrote some python code and made some minor tweaks
to the draft based on what I learned while writing the code.

I'd say it boils a lagoon but not the ocean.  It does what the PSL does with
one added feature, application labels to say which applications a particular
boundary applies to. In the DMARC WG we have found a lot of places where the
cookie boundaries in the PSL make no sense for DMARC and v/v so I think that's
important.  Other than that I don't think there's anything you can take out and
still have it publish boundaries efficiently.

I'm happy to contribute it back if people are interested.
